If you have a culture and judicial system that has an explicit concept of intellectual property (IP) and a several hundred year history of enforcing it, you will still get 50% to 75% of the people in that culture who will take the IP when given the opportunity. That's the situation in the West at this time.

If you have a culture without the concept of intellectual property and no history of enforcement, and combine that with that culture being significantly less wealthy than the West, you will get 95% to 99% of the people who will take the IP when given the opportunity.

Let's say you've invented an electronic gadget or a tradeable card game or a double-handled coffee mug or something. If you go to Taiwan (for example), and show your plans to various companies to get bids to produce it, there will be copies made before you get on the plane to go back to the US.
